Vision
Despite increasing high school graduation rates (87.9% in 1996/97),
congressional reports estimate that three-fourths of all America's
high school students enter the work force without a baccalaureate
degree or the skills necessary to succeed in the rapidly changing
work place. Earnings for high school graduates continue to fall
relative to the earnings for individuals with advanced education
and skills. Heightened international competition and new technology
coupled with recent public policy changes drive the emerging consensus
that comprehensive and systematic strategies to promote a qualified
work force must be devised.
Resources will be available to all Indiana residents to promote
and support the process of life-long learning, career selection,
work readiness, and career change or advancement to enhance their
quality of life and self-sufficiency.
